You always need to ask the DJ prior to booking them if they are licenced to play music in public. If their fee is cheap, then probably not. I have PPl/Pro-dub - Ofcom Licences and Valid PAT testing available for inspection by you or your venue.
Also ask about (Adult) white (Superdome) bouncy castle hire rates for your reception or party event

You need to ensure the DJ you hire has full Public Liability Insurance. This is a basic requirement and will often be requested by your venue. I have extensive cover for 10 million pounds.
All equipment yearly PAT tested for electrical safety.
